Pres aide sees main cause of Telegram feud in lack of negotiator

MOSCOW, Apr 19 (PRIME) -- The main reason behind opposition of the Russian communications service and popular messenger Telegram, which the services has blocked, is a lack of a negotiator, presidential advisor for the Internet German Klimenko said on Thursday in a Facebook post.

“The issue of relations of the communications service and (Telegram founder and owner Pavel) Durov is multi-facetted. I guess even philosophers will find something to say about the matter. It is certainly a happy hunting ground for physiatrists and sociologists,” Klimenko said.

“Having a dialogue about security, politics and business at the same time is a bad idea. It’s impossible to agree on anything without separating the topics. We see it in wonderful discussions on Facebook. The main problem, in my view, of course, is in the absence of a negotiator.”

The advisor said the Institute of Internet Development (IID), which was created three years ago, acted as a negotiator. “The IID succeeded in occupying the position of a negotiator in bills related to the industry. The law on the right to oblivion, the law on bloggers,” he said.

But the IID has turned into an ordinary project, and now there is no institute to be respected by all the parties of a conflict.

“Unless we agree on a middleman, unless we find someone ready to shuttle between the parties and listen to their absurd demands, unless we trust the chosen negotiator, there will be no story,” Klimenko said.
